NOTICE:


         This year CASAS highlighted seven key issues for addressing in this year's legislative effort.  This was a comprehensive process that involved both surveys of provider members as well as regional focus groups on workforce issues, and prevention and treatment concerns.

          These, then, are the regional priorities for the 2002-2003 upcoming year:

          1) Addiction prevention and treatment providers are, as are other health care providers, having
              an especially challenging and difficult time in terms of  both recruiting qualified staff, as well as in
              retaining qualified staff.

          2) The impact of the new Medicaid regulations especially in regard to the potential of reduction in
               funding for provider agencies is very serious.

          3) OASAS regulations and reviews are overburdening to both prevention and treatment providers....
               ie. HIV, TB, Hepatitis, data collection paper work, and redundancy... and the field critically
               needs regulatory relief.

          4) Care opportunities for the uninsured and underinsured are lacking at a time when the economy
               is struggling.   Albany needs to restructure teh financing system for a equitable funding and
               reimbursement system as with other health care and mental health care systems.

          5) Adolescent, medically compromised, dually diagnosed and chronically and persistently addicted
               populations require more support and case management than is possible under present
               reimbursement.    Albany needs to remove all barriers to "individualized treatment".

           6) The time clinicians and prevention professionals have to offer direct care services to their clients
                is gradually being eroded by regulatory activities, paperwork and complicated communication
                requirements.    We need to streamline the systems and to remove any requirements that are overly
                burdensome, duplicative, or unnecessary.

            7) The inability of OASAS to implement the combined alcohol and drug regulations in a simplified
                 manner, creates road blocks to the provision of seamless and efficient addiction treatment.
